The NDIS reforms in 2026 could bring significant changes for participants, families, Support Coordinators and NDIS providers over the coming years.
On 14 May 2026, the Australian Government introduced the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 to Parliament.
The Bill is part of a broader program of NDIS reform covering areas including access and eligibility, planning, provider arrangements, claiming, Support Coordination and Supported Independent Living (SIL).
However, there is an important distinction to make.
Not all announced NDIS reforms are currently in effect.
Some changes depend on legislation passing Parliament. Others have future implementation dates or remain subject to consultation.
Here is what participants, families and Support Coordinators need to know about the NDIS changes currently being considered.
What is changing with the NDIS in 2026?
The Australian Government introduced the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 on 14 May 2026.
According to the Australian Government, the Bill proposes amendments relating to eligibility and NDIS-funded supports, fraud, governance and administrative arrangements.
The Bill was referred to the Senate Community Affairs Legislation Committee, with its final report due on 14 August 2026.

What NDIS reforms should participants and families know about?
The Australian Government has published a timeline showing that different parts of the NDIS reform program are expected to progress at different stages.
Areas covered by the reform program include:
- NDIS access and eligibility
- Participant planning and reassessments
- Claiming and record-keeping
- Provider enrolment
- Plan management
- Support Coordination
- Social and community participation
- Supported Independent Living
Some changes are expected to occur following legislation and the development of supporting rules, while other reforms have later implementation timeframes or remain subject to consultation.

Are Support Coordination changes coming?
The Australian Government has announced plans for a new Support Coordination and Connection service.
Under the proposed future model, participants would no longer purchase Support Coordination using funding in their individual NDIS plans. Instead, the NDIA would fund providers directly to deliver Support Coordination and Connection services.
The Australian Government currently lists 1 July 2028 as the planned commencement date for this new service.
This is a future reform. It does not mean that current Support Coordination arrangements have already changed.
Participants and Support Coordinators should continue referring to current NDIS requirements while monitoring official information about the transition.

What are the proposed NDIS SIL changes?
Supported Independent Living (SIL) is another area being considered as part of the NDIS reform program.
On 12 August 2026, the Australian Government announced consultation on the future of Supported Independent Living.
The consultation is seeking feedback from people with disability, families, carers, advocates, providers and support workers about what good supported living services should look like.
The Government’s broader reform program is also considering whether a commissioning approach should be used for a portion of the SIL market.
Importantly, a new SIL commissioning model should not be treated as a current NDIS requirement. Consultation is part of the process that will inform future decisions.

What is new framework planning?
New framework planning is another significant part of the NDIS reform program.
The Australian Government has been consulting on how the new planning approach should operate, including support needs assessments, reasonable and necessary budgets, plan changes and review pathways.
Further public consultation on the new framework planning rules is expected between August and October 2026.

Are the NDIS changes already in effect?
Not all of them.
This is one of the most important things for participants, families and Support Coordinators to understand when reading about the NDIS reforms in 2026.
Some reforms require legislation to pass before they can commence. Others are planned for future implementation or are still undergoing consultation.
An announcement about a proposed reform does not necessarily mean a participant’s current NDIS plan or supports have changed.
